Are the event items meant to be extremely rare or is it a bug?

I thought it was a bug but they didn't mention it on the patch notes so now I think its intentional

Could one of you pleaseeee just tell me if the items are supposed to be extremly rare

    I get a lot of event items on low level characters (approx 1 / 4 level), but apparently its an issue with p3 characters (not confirmed). These are my low level survivors that I level'd up only during the current event:
