Devs are adding a cooldown to Hillbilly just for the sole purpose of people playing him less
See for yourself, how many Nurses have you actually gone against after the did "an addon pass" on her.
Probably not a whole lot, you probably even see Hag more often than her.
They see that people play Hillbilly really often (because he's fun and not restricted with a boring cooldown) so they add one.
Now people are going to play him much less, and we'll see a surge of Oni players, because at least his dash is not as restricting, and if you stop dashing after dashing across the map, you won't have to awkwardly wait and look at the survivovor for ~10 seconds before your cooldown wears off and you'll be able to insta down him.

I don't see many Billy players currently. Probably because I play at Red Ranks where everyone has most Killers/Survivors unlocked so they can pick and choose. I'd assume Billy is more common in lower ranks simply because he's a free Killer

However, with this nerf, and yes it is a nerf.
I will be playing the game itself far less than I already do.

Honestly I think they just wanted more numbers in his kit that they could make addons for. They're really running out of ideas for addons.

A cooldown which pretty much does nothing. Complaining about some minor adjustments is really hilarious.

I gave up on billy a while ago because of the fear of a nerf. why should I spend time mastering a killer just so It can be nerfed. Literally started playing deathslinger as my main so I wont have to worry about a future nerf.

A year ago I would have supported this. He would destroy low ranked players because emblems kept him at low ranks.
I see few Hillbillys now. Ghostface is the new Hillbilly. He is easy to destroy low ranked players without the need to learn skills.

I think the nerf with Billy is perfectly reasonable. Having an unlimited chainsaw that takes you all over the map was always a bit OP.

Honestly probably. I'm even guilty of doing this myself when I design my own Killer idea's.
Part of the idea is that more numbers to tweak means you don't have to tweak them as hard to get variety, which is in theory good. But in this particular case there should be a compensation buff

Also note that curving at loops is now impossible due to the amount of backrevving involved until distance is gained (causing an overheat 90% of the time in the process)

You make a valid and important point. Cooldowns are the most anti-fun change a character can receive, and they're shallow understanding of their game makes them incapable of coming up with interesting changes to their characters. First of all I don't think Hillbilly needed a nerf AT ALL. He was an actually decent killer, not OP. But even if they're going to nerf him,making people be able to use his power less is such a bad design approach to a nerf. The "buff" to Leatherface is also a nerf in a way because it makes his chainsaw have a really long cooldown if people actually want to get good use out of it.

I disagree, except on Oni's part. I see the new addon being a good thing. If it doesn't work for me, it doesn't matter. I can still play without addons like I do now. I am excited to hit PTB and test different playstyles around new addon.

Nah it's basically a way to stop Billy from camping or holding a survivor hostage in a corner or locker. In situations like that, a survivor has no way to counter him without sacrificing the life of another survivor. I think its a fair & balanced choice by the devs to combat camping. It's also why they added the tantrum to Leatherface's chainsaw if he holds it too long. These 2 killers, more notably Leatherface, had easy means of camping without being punished. Now they do get punished for abusing the power of their chainsaw. And I play a lot of killer (I would say I 50/50 the roles), so I think I can safely say this is just some minor balancing for the two. They might make some adjustments to the rates at which Tantrum & Overheat occur if they are occurring too frequently when not desired, but overall I don't think this change will deter people from playing Hillbilly or Leatherface unless they are people that like camping.

As someone who had play this game for a year every day and since then less..., let me tell you that this is not a protection.
The only thing that changes is maybe, that they call it a "rework", or something similar.
On the bright side; you have then more time for other games *thumbs up* :D.
TL:DR Play the killer you like, they will nerf every killer anyways sooner or later.

waiting 15s just to use a chainsaw is what has killed billy no one will play him, survivors with 20 hours on survivor complain about him being op after versing a player with 1000 hours in billy

if you don't go around zipping with your chainsaw downing 3 survivors in minute then you probably will barely notice the change, the change was obviously made to keep insta billy from just snowballing by chainsaw humping and slugging every survivor in quick succession,. we'll have to wait and see jus how hard this will affect him. but the changes should mainly just touch the stronger of the billy players.

the 15s cooldown is initiated when you hold your charge for too long instead of using it directly. It is meant to be anti slugging, so Billy can't chainsaw everyone quickly (which isn't fun).

It was shown in the video that even without addons you overheat for over 25% of the total overheat meter just to use the chainsaw to dash with.
It also was shown to have an extremely slow overheat reduction in said video as well unless your fully overheated.

Nurse was broken as #########. Strongest killer in the game with little to no counterplay. Remember the basic rule of old nurse? Always keep blinking. That was not ok.
And they said, they like where Billy stands in the meta rn, they add this to not be always chainsawing and having to use your brain more, since you're also worried about overheat.
