Confusing times

Something I found confusing about the patch notes was how they explained the billy nerf. In the post they say that they are happy with how he is performing and he only needs a Minimal change. However they decide to add a entirely new mechanic to his power which is a pretty significant change which doesn't line up with would they said. Why do you think they worded it like this?
