Oni blood fury bug (Xbox one)

So I decided to play a game as oni and when I got my blood fury I tried activating it and it wouldn’t let me use blood fury until I hooked another survivor.
Don’t know how often it occurs but my friend also had the same issue with oni when he was playing him .
