Survivor chest anti-pickup Glitch/Bug/Exploit bannable?

So today I played 9 matches and in 5 of them (farm maps) survivors blatantly abused the glitch that as a killer you cannot pick up the survivor when lying on a chest. Even when you also stand on it as the killer, right on top of the survivor. This makes it nearly impossible to hook the survivors as they will immediately run to the combine again in a chase and either you down them and they position themselves so that they fall onto the chest and you cannot pick them up again or you have to abandon the chase.

In post-game chat survivors argued that there is nothing wrong with doing that and not bannable. I'm 99% sure in these matches it was a 2 or 3 man SWF group which of course can coordinate amongst them to waste your time as much as possible, as after one hit they will run to the bugged spots again and you cannot get them 😔

What do you think, is it bannable? As killer, it really hurts the fun in these games.
