Chainsaw Overheat Needs to Go

The overheat mechanic is overkill. It does far more than punish chainsaw misuse but gimps it horribly in general

Adding a longer cool down would be a better way to punish chainsaw misuse but this new overheat mechanic is just awful

If the Billy is able to down your entire team then your team is just bad. Simple as that

I'm glad instasaw and crack Billy are gone though but as it stands you get about 2 backrevs and then it's unusable for a significantly long time. Hardly "minor tweaks" for a killer the devs even admit to having a decent amount of counterplay
