How to Fix Premonition
Right now, there is no reason to run Premonition over Spine Chill as Spine Chill is up 100 percent of the time and also gives an action speed boost.
Premonition needs to do something that Spine Chill can't. What's that? Become a team information tool:

Get an auditory warning when looking in the direction of the Killer in a 45° cone within a range of 36 metres.
An arrow appears on the screens of any survivor within a range of 8 metres from you pointing in the direction of the auditory warning for 5 seconds.
Premonition has a cool-down of 60/45/30 seconds each time it activates.
Premonition trumps any of the Killer's stealth abilities.

This would make Premonition into a good team killer tracking tool and also boosts solo survivors, closing the gap with SWFs.
