what happened to dubai servers?

about a month ago we(indian players) used to get around 30-40 ping and now we are getting 90-140 ping.

are the dubai servers permanently removed or they will be back? due to the laggy killers it is almost unplayable(getting hit through pallets, getting hit even after vaulting window and gaining distance.
