Is this a bug?

I bought all 3 of bills perks in the shrine before they released him (apparently was the explanation given when I originally reported this) and now they won't show up in the bloodweb so basically I have to level up bill to get his teachables again.

So not only did I waste iridescent shards in the first place, I wasted millions of bloodpoints unlocking every other perk for David trying to get those perks to show up. And to top it off I have to spend MORE BP on bill to unlock them again! All that hard grinding for nothing...

It doesn't excuse the fact that this is clearly a bug and if it is not then what is it? To cheat me out of my progression?

This is not a bug. Initially Bill wasn't available on Consoles so his perks were made available in the bloodweb as general survivor perks - so they were available for all characters at that point and they weren't teachables.

When Bill was added to the console release, his perks became Teachable Perks and his character needed to be levelled up as normal in order to get the teachables for the other characters (or you can purchase the teachable perk in the Shrine of Secrets).

If you had one of Bill's perks on a specific character prior to the release of him on Console, you did not lose that perk on that character - so nothing was wasted.

That still doesn't excuse the fact that:

    1. The devs didn't make us aware of this at the time. A simple patch note would have sufficed and 2. How bullshit it is that they (according to you) intentionally made us unlock it TWICE. Why?

If I go by what you say and this wasn't just an oversight (bug) then they are feigning ignorance to the bottom line which is those who were affected by this has essentially lost a lot of progression.

Don't defend this. the devs to own up to what they have done. Intentionally it seems

    "so nothing was wasted"

Not true - I wasted millions of bloodpoints unlocking every other perk for David trying to get those perks to show up. And to top it off I have to spend MORE BP on bill to unlock them again! All that hard grinding for nothing...

E.g. how would you feel if you spent hours and millions of points trying to unlock a perk that was once a universal perk, but oh, the devs turned it into a teachable without telling you. Too bad

You didn't unlock anything twice. The perks were readily available on the bloodweb of all characters so you had the opportunity to purchase the perks (not the teachable because it wasn't a teachable at the time), easily on the bloodweb as you would any other non teachable perk.

They only became Teachable Perks once Bill was added to the console version of the game - what perks were gained on a character remained, which is why I said you didn't waste anything - eg if you already had BT 3 on Meg for example, you would still have BT3 on Meg.

You're ignoring the fact that nobody warned us of this thereby preventing us from spending points trying to unlock those perks which would never show up because of the reasons you have outlined. How is that fair?

I think it was perfectly clear that all characters have their own Teachable Perks, and it was pretty clear by adding Bill to the Console version of the game that his perks were Teachables, it even shows on the character the perks and whether or not they are unlocked. So I really do fail to see the issue on this.

You don't have to fail, it's straightforward.

It wasn't made clear to begin with. You wouldn't know unless you checked out bills teachables, then make the mistake of assuming you already have them like I did. Like I said. A patch note or a dev message in game making this clear would have saved me from wasting all my bloodpoints. Yes I'm pissed off, and I hate bill now so thanks for that devs

They could've made this less confusing. I was on dbd hiatus when bill was released so I assumed it was a bug. The fact that they did this on purpose is even worse.

An intentional mistake as it were
