[PC] Constant stuttering making the game near impossible to play

Two days ago my game started having some really significant stuttering.
I have changed nothing about my system, operating system or game settings, it just started happening.
I tried running the game with Vsync on and off, also using nvidia settings but nothing helped.
I tried moving the game to my SSD but it only made the stuttering worse.
The game is running at LOW graphics settings.
The stuttering seems to happen at consistent intervals of about .5 seconds, every ~500ms the game skips one or two frames.
This occurs 100% of the time everywhere in the game including the main menu.
My system:
CPU: i5 7600 4GHz
GPU: Gtx 1060 6GB
RAM: 16Gb DDR4 2400MHz
Storage (the game is installed here): 2TB 7200RPM Sata III HHD
OS: Kingston 240Gb SSD
