Honestly what's actually "meta"?
1) For both sides
2) Perks not builds (cause then yea there's a few)
3) it shouldn't matter the color or number of the ppl using them... ppl use perks differently
4) don't base it off of end game screens... see point 3
5) If someone could make a tierlist that goes like:
"meta"
useful
situational
outlier
"#########" (just for S and G)
I'll try to start it off....
Survivor I feel it's: DS, Unbreakable, Iron Will, Sprint Burst, Dead Hard, Adrenaline, Self Care
Killer I feel it's: Corrupt, Pop, BBQ, Whispers, Sloppy, STBFL, IF

You're living in the distant past if you're calling self-care meta. I don't see anyone in the red ranks using it any more for good reason. There's better options for healing by far, and even just any other perk is usually a net gain.
I can honestly say I don't understand the hardon people have for Corrupt Intervention, and never have. It relocates the survivors away from the outer gens, which means the grouped gens near the middle get done while you're chasing survivor number one. That sets the killer up for the absolute anti-genlock, which in the case of most killers who want to buy time, really throws most of their late game potential out the window. It's a big gamble that your early game goes well enough to play down a perk AND with a poorer layout in the late game. The rare exception is spawning up one end of Azarov's or Suffocation Pit. I know I'm gonna get "BUT X, Y AND Z YOUTUBER SAID I HAVE TO USE IT" but really I'd just prefer something more consistent and tangible. Especially with the fact that 99% of games these days you can just walk to a distant gen and smack 3-4 survivors off it, injuring them all cos they all think they're invisible the second you hit one.

I use corrupt on the 4 killers I main (so for me it's experience talking)
I'm actually waiting for that type of response... It'll prove (to me) that ppl will "bow down to Youtubers opinions"

Think about it. Those survivors are walking towards you so youre going to find someone before they start working on a gen, you chase someone, the other 3 get on a gen possibly 2. You down that survivor theyre half way tgrough 1 gen with a second being a quarter of the way done.
All youre really doing is saving yourself about 15 to 20 seconds of a gen, for an entire perk slot thats gone in 2 minutes. I think youll find you get more value out of discordance if thats what you want to do. Playing pig though whispers is tge best option imo. Both whispers and discordance youll get way more use out of.

Corrupt is great on Plague since she can vomit on the four remaining gens.
I may be alone on this but I swear by BrutalStrength being meta for most M1 killers.

Well a lot of people run pop and corrupt. I just run pop when im being sweaty. If im worried about finding people right away i run discordance. Half tge time though you dont even need that.

META PERKS
SURVIVOR:
Decisive Strike - to prevent tunneling, since killers want to eliminate survivors from the match ASAP
Borrowed Time - to go for saves when killers camp, same reason as above - killers want to secure kills and easy 2nd/3rd hook states
Unbreakable - to pick yourself up and recover faster, since slugging is a common tactic to win games as killer
KILLER
Pop Goes The Weasel - especially useful in late game, rewards good killers for hooks by slowing down important generators
Corrupt Intervention - people say it’s mostly just a Hag or Trapper perk, but it also works for killers who need extra time to build up their power (ex: Oni, Plague, Myers, Legion - getting people injured, maybe even Pig)
Hex: Ruin - when not found, it’s one of the most devastating perks in the game because good killer players who can apply pressure will make gen life a living hell for survivors
I’m not going to include BBQ for killer meta perks because it’s honesty not an amazing aura reading perk (easily countered, and requires you be a certain distance away - which most killers can’t effectively capitalize on). People pretty much only run it for the bloodpoint bonus, which doesn’t constitute any validation towards being “meta”.

I run whispers + m&a + bbq + pop on her. If i didnt care about points id switch out bbq for thrilling tremors or nurses for her.
2 gens kicked with pop is more time saved than CI, plus it wreaks havoc in late game.

Plenty of them still use Selfcare. Hell I was yesterday. Granted that was because I was messing around with a perk build to see how effective it was.

Its not a perfect list, did it quick while i had 2 minutes. Smallgame might not be the worst perk of all time, but its about a "Meta" list. Dont seem to be meta to me.

Most of that looks pretty fair. Except Tenacity should be higher than you have it.
Now it probably shouldn't be any higher than Situational because it does nothing if the killer doesn't slug you and it is no Unbreakable... but it is significantly better than perks like No Mither or Premonition. Seriously, if the killer doesn't instantly hook you, it can save you a hook state and get you up and back in the game much faster. Also it can make the killer waste a bunch of time while he wanders around in the area he left you on the floor but you left 20 seconds ago. It gets especially funny when the killer tries to slug for the 4k and you end up being the slug. Then you get picked up mid chase twice because you can follow them and recover at the same time... then when all is said and done, you end up crawling to the hatch.

"Meta" translates to, probably amongst a giant list of things knowing the internet, "most effective tactics available". Which means that the conditions you set are paradoxical, since 4 individually strong perks are no match for a build. And often don't have a place in an actual "meta" build. Seriously, BBQ is considered one of the, if not the absolute, best killer perks in the game, and it is usually the first perk gone from an (dependant on the character) actually sweaty build.
Another example, Surveillance. Easily one of the most meh perks in the game. Easily the perk that has won me the most Freddy games. Definitely a meta perk.

Yeah I agree on corrupt a little bit, as a hag and trapper player I thought sweet when I unlocked it but often I do better without it. Yet to really leverage the starting bonus as usually I run into someone while setting up with the resulting chase chewing up the time on it anyway. I'd rather have another active perk for the whole game.

Getting some serious traction out of bitter murmur lately. Last game watched two survivors hop into nearby lockers to hide when the gen was done.
Resulted in 3 hooks at the start with 4 gens to go thanks to the gen being completed as I was hooking another survivor after the first chase.
With an insta down killer like LF also running discordance if the gen pops you'll probably get to saw both of them.

I prefer Detective’s for totem cleansing, as I can work on a gen and THEN knock out totems once I’m done. The exact location is especially helpful on indoor maps like Lery’s and Midwich.
