Trap unable to be picked up

Trap cannot be picked up, however can be stepped on by killer. Unsure if survivors can step on it.
Trap was put half and half on the edge of a pallet which was dropped and then broken. This left the trap underneath unable to be picked up.
I have had this occur twice in the last week or so.
