Bamboozle should be a base ability for every Killer

Title say's it all. Just like how the devs are talking about making Blood Warden a base ability I think this should be discussed. Because Bamboozle mitigates so much bad map design and gives Killers an actual chance without being forced to use the Nurse or maybe Huntress to counter looping.
