Is there a way to reduce the speed of the trapper?

Some friends and I saw that the trapper moves like he has permanent agitation even when he isn't carrying a survivor to a hook. He literally skates behind a survivor who had sprint burst and literally caught them mid sprint from a long distance away.

The Trapper is 115% speed like most other Killers. Any Trapper moving faster than that without the help of Perks or Bloodlust is cheating.
I remember this myth going around a long time ago.

Wasn't a myth. Rank 2 Agitation was giving the movement speed upgrade for the rest of a round after the requirements to turn it on were met. Don't know if it's still the case though. Same was true about Rank 2 Bitter Murmur and Rank 2 Tinkerer.0
