So I got hooked first. Then when I got unhooked, I healed the other person to activate second wind. It started its 30s countdown but got stuck right where you can see on the screenshots. Luckily I had other survivors to heal me.

Second Wind seems to need you to actually heal a survive for the TIME EQUIVALENT of a health state (16 seconds) despite the fact that it just says a health state. Aftercare is programmed correctly and triggers even if you heal the last 5% of survivor's hp but Second Wind seems to need you to do a full heal rather than anything like that which makes it even worse and harder to use unfortunately.
