Cruel Limits rework idea
The current version of Cruel limits works like this:
Your ties to the otherworldly manifest when your prey attempts to get away. Each time a generator is repaired, all windows and vault locations within a radius of 24 metres from the completed Generator are blocked for all Survivors for the next 20/25/30 seconds.
My idea of making it more usefull is:
Your ties to the otherworldly manifest when your prey attempts to get away. Each time a generator is repaired, you receive a token. Upon pressing the activity button, a token is consumed and all windows and vault locations within a radius of 24 metres from you are blocked for all Survivors for the next 20/25/30 seconds. Cruel limits has a cooldown of 60/50/40 seconds. If a survivor within 12 meters of you stands 3 or less meters away from a vault location, Cruel Limits cannot be activated.
So with this change Cruel Limits gives you a bit of control over where the vaults are going to be blocked, and could help you in chases a lot. I think this change might make this a better perk. Opinions?

Well, it makes it so all vault locations within a range of 24 meters from you, the kiler, are blocked for all survivors

Honestly, it would probably actually see some fringe usage if that was a thing. Imagine Bubba with this version of cruel limits, man

Choosing when and where to block windows is way too strong. Why would Bamboozle even exist?

You can only use this form of Cruel Limits five times a round at most when a gen is done and it has a cooldown. Bamboozle has unlimited usages, allows you to vault faster, and has no cooldown.

Well, Bamboozle activates multiple times, even if generators are repaired or not. If you are a good killer already, the survivors wont be able to repair generators therefore, no outcome out of Cruel Limits. There are enough pallets on the map that survivors avoid using, and this Perk could punish this type of gameplay.

I just don’t think a killer should be able to block ALL vaults at their desired time/location. Take away the token/choice aspect and change it within 32m of the killer and it’s better.

It doesn't really seem that overpowered to me. Strong? Sure, I will admit that much, but the fact that it's so uncontrollable is the main issue behind it (that and it's low range).

Uncontrollable because it’s tied to the radius of a completed generator... I’m usually in chases so switching it to terror radius would make it instantly better for me. Imagine a Bill, Bubba, one-shot killers with your suggestion... zero counterplay. It would be total BS.

Bambozzle is unlimited use, Cruel Limits would be capped at 5 uses, and that only when gens are done. A triggerable Cruel Limits would allow you to end the current chase quickly, but likely no more than that. If there were more then one surv. in the affected area, the others would run out of it while you are distracted with another. At least for M1 killers. With inst-down killers is could be more devastating. Maybe downing a survivor in the affected area should disable the effect, or at least shaves of some of the remainign seconds.

Again, this version requires a gen to pop before you can use it. At best, you get one down because of that before the effect wears off.

Guaranteed downs are stronger than you think. Imagine saving your Cruel Limits tokens for a team’s strongest looper... it’ll be devastating.

I honestly think it's fine to push a strong perk here or there at times instead of having middling stuff like, say, Blood Echo. The perk itself is kinda limited that if you got into a chase with someone after you used it, you might not be able to use it because it would be on cooldown.

I finally get your concern, and Cruel Limits could be too strong in this form against some killers, so here's another addition to the Original post:
If a survivor within 12 meters of you stands 3 or less meters away from a vault location, Cruel Limits cannot be activated.
Now you cannot just activate CL when the survivor is about to jump the vault, you have to do it before they reach a 3 meters limit, so the survivor can react to the perk and reposition immediately. Still a strong idea. Do you think it would be more balanced this way?

I like that adjustment, although a good killer will still be pretty much guaranteed a down because let’s imagine this:
You catch that elusive, strong looper out in the open for the first hit. Now you see them running towards a strong tile like a jungle gym or killer shack, so you activate it before they get close to the vault... now they will be forced to throw the pallet (if it’s still up) or take a down. It would give the survivor a chance to react, but not by much.

I agree being activateable at will is too strong. Having Cruel Limits kick in around the Killer is one thing, but possibly still have it kick in only when a generator is completed. If you're in a chase when it happens, too bad for the Survivor. If not, depending on who's around and how long it lasts, could still be useful. Worst case? Tough luck.
