I was hooking a Bill and he just dc-ed on hook via closing the internet(forget to take the screenshot at the end) and...the game still registered as holding him on my shoulder and the hook states didn't progress so...I need to dc

That's a kind of messed up thing to do if your SWF doesn't go as planned. basically a parting "screw you". Aside from that however, I'd report the guy for unsportsmanlike behavior and just continue playing. Sincerely,
