DC penalty no longer working

Playing on PC, for the last two weeks or so, there has been no disconnect penalties being applied. It's causing a clear surge in people disconnecting whenever they please but I suspect the in-game DC reporting doesn't do much as we've been instructed, since the change, not to report such things in game.
Would much appreciate this being fixed.
