Block user not working

It's not letting me block users. Well staying blocked.

I know it doesn't block them from games. but was it does do for me is allow me to see who is a griever, cheaters, etc. Then I can at least dodge the lobby and steer clear. People I have blocked previously are not not showing as blocked in the lobby so I can get away from them. :-(

Please for the love of my sanity make it work again.

    This is still going on. I can't block people. I want to know who is quitter, troll and cheater.
