Perks that need changes and how I think they should be done

Killer perks:

Hex: Noed

Monstrous Shrine

Insidious

Survivor perks:

Decisive Strike

Spine Chill

How I think they should be worked:

Noed(Nerf/rework)

It is no longer a hex. After the last gen is fully repaired you gain the haste status effect and all survivors are exposed(They are notified) NOED lasts for 40/50/60 seconds. For every survivor you down in this time you gain a token. With each token the exit gates opening will be slowed by 4 seconds to a maximum of 4/8/12 seconds.

Monstrous Shrine(Buff)

Basement hooks have the following effects:

6/9/12 % faster Entity progression.

7/12/16 % increased difficulty on escape attempts.

3/6/9 % increased penalty to escape fails.

And all other hooks have the effects:

3/6/9 % faster Entity progression.

3/6/9 % increased penalty to escape fails.

Insidious(Rework)

After standing still for 20/15/10 seconds you gain the undetected status effect. The auras of survivors withing 20/25/32 meters of you will be revealed for 1/2/4 seconds

Now the survivor perks:

Decisive Strike:

After being unhooked or unhooking yourself, Decisive Strike will become active and usable for 40/50/60 seconds.

While Decisive Strike is active, when grabbed by the Killer, succeed a Skill Check to automatically escape the Killer's grasp and stun them for 5 seconds.

Succeeding or failing the Skill Check will disable Decisive Strike.

Successfully stunning the Killer will result in you becoming the Obsession.

DECISIVE STRIKE will deactivate after another survivor is hooked, or if you have been in a locker for 15/10/5 seconds

Spine chill(nerf)

We all know what spine chill does.

Spine chill will not activate if the killer is in the undetectable status effect
