Billy is fine and Bubba is still questionable.
Apparently there's some movement problems that people have claimed is plaguing new billy, so I can't make an opinion on those. Could be intentional or could be a bug, but personally I'm not familiar enough with him to tell the difference. But the overheat mechanic seems fine. They considerably increased the speed at which the chainsaw cools down compared to the first iteration on PTB and having the cooldown start during the swing animation instead of after it helps a ton.
I'm a bad player. You don't want to see the horrendous gameplay that is my billy. However even with how bad I am and how much I rev and miss swings I still never actually came close to overheating. The highest the bar would ever go is around 50% and that's when I held the chainsaw for a few seconds. So I guess if the only thing you do is hold the rev at a loop until you're in the right spot then it'll suck for you, but everything else is golden.
Even doing a crossmap sprint will still leave you perfectly fine. The cooldown starts during your missed swing animation and by the time you walk forward to get into a position to chainsaw a survivor it'll have emptied the majority of the bar. Even spamming missed attacks doesn't really affect him.
Bubba on the other hand seems definitely not ok, atleast not without addons. The timing on spending your charges is way too close and requires you to pay attention to your ability icon on top of having to focus on not bumping into anything. He also doesn't really do much better in loops either. Each charge resets the timer to 2 seconds, and 3 charges doesn't give you the distance you need. Personally I think he's still the exact same in loops and the only real difference this change made was making it so you no longer get out distanced by survivors holding W in the open.
If the charges lasted 3 seconds by default and you could spend them whenever you want to ADD to your timer instead of resetting it then he'd actually be good.

Billy's chainsaw is basically impossible to overheat via normal gameplay, unless you do it intentionally. The only thing that changes is that you can't facecamp with the chainsaw revved. But here's the kicker. You can still facecamp with an instadown on demand.
You might as well forget the overheat mechanic exists. Pointless addition. As a former add-on-less Billy main, I won't complain. Just fix the darn ghost saws and the broken hitbox. That's all I ask.

Yeah the overheat mechanic was a complete waste of time and resources for the company. This is what happens when you cave in to pressure. You pretty much never overheat and never have to do "resource management" as they tried to pass it off as.
