should ghostface have a decreased power cooldown?
I've heard a lot of people say that Ghostface is practically useless without using the chewed pen and address book, so should his power recovery be decreased in order to make him less dependent on add-ons?

You would need to nerf the recovery addons tho.

Nerf the cooldown add-ons and buff the base shroud cooldown and it should be fine.
Right now Chewed Pen and Olsen's Address Book basically half your shroud cooldown and there's very little reason to not run those add-ons.

Yes, the CD should get shortened. To balance that out a bit the recovery addons should be nerfed accordingly.

Ghostface's recovery is fine, especially considering that his ability to mark survivors is tied to his ability to stealth, meaning that an increased stealth recovery also means an increased mark recovery, which could quickly spiral out of control if it was overtuned. Not to mention how this very idea is stepping on the Wraith's toes.
If you did change his power to take 5 seconds less to cooldown, then I think you would need to completely change the recovery add-ons. Not just a nerf, but make them affect a completely different value. I suppose I wouldn't be completely opposed to this, but I strongly suspect that the people who propose slightly shortening his base recovery would not be in favor of outright deleting his considerable recovery add-ons while they're at it.

Rework recovery addons and reduce shrouds base time, this frees up his addon slots and allows for unique builds without giving him a massive buff.

He has the best stealth in the game already, and I'ts pretty good as it is! if you want to have less cooldown, use an addon for it.

Ghostface needs an overall add-on rework, the only decent addons are the recovery ones and occasionally the outdoor security camera. Plus against good survivors you NEED the recovery add-ons. He's too much dependant on those, don't get me wrong he's not a bad killer, he's the best stealth killer by far and a good killer overall but man he's too much add-on dependant

Right now he feels so awful to play without the cooldown addons. Base should be shorter then they nerf the addons

I don't see why you'd need to completely rework the addons if you shortened the cooldown. right now you can use your power about 16 seconds faster with the addons, if you nerfed those addons you could just make that the maximum recovery again or even make it longer if you really want to. I'm honestly just tired of endlessly needing to progress through the bloodweb instead of spending bp on other killers because ghostface is so weak without his addons.
