Surge sometimes does not do anything.

I've noticed a few times when surge would go off, but I wouldn't get a noise notification when I knew there was someone working on the gen. But now I'm confident sometimes Surge just doesn't work after this haddonfield game where it went off, but never showed up white or yellow with Surveillance and I could hear the gen having progress on it.

    I went into a KYF game to test surge with some friends. It seems like Surge still triggers the explosion for the survivors, but sometimes the noise notification doesn't appear.

    I couldn't figure out what exactly causes the noise notification to not appear.
