Perk ideas, please discuss
Take these perks as you will. I originally made them with springtrap in mind, but they could be anyone's.
Futile Resistance: The idea of your prey fighting back is laughable. Whenever your obsession stuns you, gain a permanent 1% bonus to movement speed while in a chase. Gain 50/75/100% more bloodpoints in the Hunter category. Futile Resistance has a maximum of 5 tokens.
Evil presence: You pollute the air around you causing fatigue. Survivors in your terror radius loose access to great skillchecks and good skillchecks result in a 2/3/4% repair speed penalty for that generator.
Cruel Treatment: A deep bond with the entity unlocks other worldly powers. When standing by a generator, press the interaction button to block that generator for 30/40/50 seconds. Cruel Treatment has a cool down of 150 seconds.

I think evil presence could be meta

What do you think?

The two other perks are great, but the first perk has the potential to be very overpowered with the perk Nemesis, and since the combo Nemesis and Play with your food is a thing, a killer can turn into sonic with a lethal weapon. Those are my thoughts

they need scaling factors level 1/2/3 versions of the perk example
Evil presence: You pollute the air around you causing fatigue. Survivors in your terror radius loose access to great skillchecks and good skillchecks result in a 2/3/4% repair speed penalty for that generator.

I created it with that synergy in mind. It's supposed to make you brutal in a chase

Your ideas are great i guess...
Futile Resistance feels like a tunneling unfair perk, maybe nerf it to... lose all your tokens every time you lose the survivor and exit from the chase.
Evil presence should be an Hex, because everybody will use it with Distressing and "the game" map offering.
Cruel Treatment is fine, i like it.
and there come my own ideas:
As Killer:
a Hex perk who respawn broken totems every 10/9/8 seconds.
While this Hex is active, Dull totems will act as Hex totems, exploding after breaking, affected by perks, etc.
If any true Hex is destroyed while this Hex is active, when this Hex be destroyed will Re-active for 40/50/60 seconds your lost Hexes.
As survivor:
a Exhaustion perk who allow me to put myself into a fake downed state, you not look as downed in the HUD.
Put yourself into downed state with this perk will cause Exhaustion for 60/50/40 seconds.
Put yourself into downed state with this perk will not make Grunts of Pain.
Put yourself into downed state with this perk will not make Pools of Blood.
Hold M1 for 4 seconds to get up.
The killer can mori/grab you like if you really was downed, but he can't see the option, he had to KNOW you are there to do it.
Can't use this perk while Exhausted.

For killer: at the start of the game, for X number of seconds, all pallets and vaults furthest away from the killer are blocked. Basically, it is like Corrupt Intervention but it shuts down loops at the start of a game.

Futile resistance is clearly and disgustinly overpowered with Nemesis. The synergy is way too strong. Is there something I'm missing here? Just getting stunned 5 times near the start of the match will basically make you unstoppable. I think PWYF is already a balanced perk which does this idea, just better.

It applies only in a chase, and has a max of 5 tokens.

I said that 5% is still way too much for a permanent buff. That's bloodlust T1. And you'll need it most in a chase so not a problem

How about not in a chase, with a max of 8%
