Cenobites aren’t fused souls, unless I’m remembering that incorrectly. For example, Pinhead was a WW1 soldier with PTSD. Chatterer was a kid (Jim) who pinned his dad’s death on his mom. Etc. Lore wise I don’t know how that would make sense, as they only come to those who solve the lament configuration.
Personally, I don’t think we need another lame lore story like Pyramid Head. PH is a representation of James psyche (you could argue either his Id or Superego). PH was created with Freud’s psychoanalytic theory in mind, and is more about connecting James with his guilt, and in essence, helping him to process it.

I wanted to do something unique that hasn't been done before. The Cenobites needed a good enforcer, and was forced to break some rules in order to do so.

Its also more of a pseudo Cenobite, meaning it doesn't necessarily require the Lament Configuration.
