I will try to update this with logs later, but I'm posting the issue first just to get the attention of the developers.
You can't stalk during Tier III as Michael anymore. I assume this was done accidentally when you touched the wording of his add-ons a few patches back.

so, umm, update: You can continue stalking in tier three if you hold it over from tier two. So, the mechanic is half-bugged because the killer can force it to work by doing something really ineffective and unintuitive.
