Buff/Change values of perks more frequently.

I feel the basic value changes and slight reworks of unused perks is really interesting and really fun. Like the slight lightborn rework, still atrocious, but it's fun that they changed it. Or like when they reworked hangman's trick and it was completely insane on the PTB before they nerfed it. I even would say make them slightly OP just to see different perks. Who care's if they are OP? If it's just a value change you can nerf it back with a hotfix. But yeah, in conclusion, do small buffs to unused perks like every few weeks just to see new perks. :)
