Quality of Life change for myers

Myers' stalk bar is way too wonky and unreliable after dedicated servers. Sometimes it automatically fills and goes to tier 3 and sometimes it takes away some stalk.

How about giving Myers control over when he wants to tier up? Fill the stalk bar to full and press LCtrl whenever you want to tier him up (similar to oni). It's especially useful during tier 2-3 where you no longer need to get his stalk upto 99% quite unreliably.

    While i agree with the wonky bar, i kinda like the way his bar mechanic is right now, it feels more smooth and like you are more in control of the bar. Its not bad to have 99ing it a little challange but it would be nice to have the old killer host bar back. Lets hope the double tick rate or what they wanted to do with the last PTB helps (if they haven't already implemented it)
