Perk from Shrine bug?
Bought Iron Will from the Shrine because I never played as Jake the 4 years I've played. I currently have every perk I have unlocked on Meg and can't get anymore perks, even though I should be getting Iron Will. I went through 4 different Webs and all of them had no perks. Sooo I feel like I'm not even going to be able to use my Iron Will... This game never fails at breaking

You are just unlucky bud, re roll until you see Iron Will, if you bought it you just need to find it on the web, it took me around 10 webs to find pebble for my Dweet.

It has to be a bug... I have all the perks unlocked, if you don't no matter what perks will show up. Iron Will isn't yet... Even after another 500k Bloodpoints.

Do you have all perks maxed out? Also check Jake press F12 I believe to see what perks of his you have unlocked, maybe you didn't buy it?
But just sounds like you are getting very unlucky, I know people who spent 1.7m to unlock bbq and chilli even after having it unlocked.

Yeah, definitely a bug. I was in the same situation with my Cheryl but Iron Will showed up on 2nd web. So it's a bug with Meg only I am guessing.
