Are flashlights affected by streetwise?

I tried to test it but I couldn't tell and now I'm confused.

Yeah, any items are affected by streetwise! Here is the description of the Perk:
Reduces Item Consumption rate by 15/20/25 % for you and Allies within a range of 8 metres.
