Why does Billy's chainsaw overheat but Bubbas does not?
What the title says
Is it because of different models? Or does it have to do with something related to the texas chainsaw massacre movie? anyone has any explanation for this?

Aside from their insta-downs, they have completely different powers. It wouldn't make sense to give both of them the same limiting mechanic.

No, no, from a lore perspective, I understand why in-game billy needs an overheat, now, I would like to know why exactly does his chainsaw overheat.

Leatherface uses a Poulan 306a, and he presumably has it put together in a way that it doesn't overheat quickly.
Hillbilly uses what appears to be a custom-made chainsaw made from random scrap parts he could scavenge, therefore leading it to overheat much quicker. Plus, his hand is practically right on the engine while Leatherface grabs a handle.

hillbilly chainsaw is different then bubba chainsaw they are both chainsaws but different models and they both act differently
