Steve’s perks
When will the developers take a look at buffing Steve’s perks, he is probably the worst survivor when you look at perks.
First off Steve’s perks in general are very weak simply being worse versions of borrowed time (babysitter) camaraderie (kindred) and In some ways self care (second wind).
The second reason is that his perks have horrible synergy. The whole point of running second wind is to focus on healing others but if you run babysitter the whole point is to unhook the survivor and become the distraction so the killer focuses on you instead of the unhooked survivor. I almost always get second wind to activate from healing an unhooked survivor which you shouldn’t be doing if running babysitter. A simple fix would be allowing Second wind to activate if you unhook a survivor or heal them.

Second wind is kind of a good perk. Besides you can't always expect good synergy between 3 teachable perks of the same character.
Also, I think Ash's perks are worse.

Camraderie shouldn't require you to get hooked twice
Unhooked survivor gets haste with babysitter
Second wind can be activated by healing yourself
Boom.

I don't understand why second wind has an activation condition, doesn't work with Deliverance AND only heals you after 30 seconds. I'd understand the activation condition if it healed you instantly after getting unhooked or I'd understand the 30 seconds timer if it didn't require you to heal someone else first. At this point the perk is just useless, a medkit or another survivor will heal you faster.

Well, I have Steve but I’m not a survivor main so I only briefly used these perks when getting adept.
From my perspective, they each look decent to me. One lets you live longer on hook, one lets you try to guarantee aggro after save and one gives you a health state.
To me, the 2 real problems is
A) Lack of information. Those who play solo or with a friend are not gunna be able to easily express that you have Camaraderie to your team. Should be some way to notify other survivors, that way even the chased survivor could swing by and extend time, or others would know to drop by a face camping killer to make his wait longer.
B) None of these perks are as necessary as the meta. People use what’s reliable and necessary. These perks look fun but can be situational or countered. For instance if Babysitter was more meta then tunnel heavy killers would know to ignore the yellow survivor ect ect.
I don’t think buffing will make things much better.

Off the Record (Zarina perk) is also better than Babysitter. Although they technically have different effects, they have the same goal, making the unhooked person get away from any danger.
And BT is better than both of them anyway.

Steves perks are useful to some degree, but I think they should be buffed or reworked a bit because it does the character very little justice and paints him as [Bad Word]

Other than adept Steve, I've not used any of those perks. They are trash.

Babysitter could be so much better if the no scratch mark effects lasted like 20s for the unhooked guy.
Not sure how to make Camaraderie any good other than full on rework.
Second Wind is meh. Too many conditions and I’m probably better off bringing a syringe to mimic it’s effects.
