Is WIN10 going to be excluded from cross-progression?

I began playing this game through xbox game pass (windows 10) and came to love it. I purchased the game on steam but not wanting to lose 40 hours or so of progress I decided to continue on windows 10 for now.

Then came the crossplay update, and a blog post referencing cross progression. As I am almost done leveling all non dlc characters I looked to buy some new ones, and wonder, when cross progression comes what it will mean.

Will our characters we purchase transfer to other platforms (note I at least am only interested in transfer between steam + windows 10) be moved over ? What about licensed vs non licensed characters you can get with shards?

Now these questions are great and asked before but my big curiosity is just due to some language on the cross progress blog update from (I believe) July.

Cross-progress "will be available for Steam, Google Stadia and Nintendo Switch" which doesn't mention windows 10 as the previous parts of the blog do. Will cross progress not be part of the windows 10 version? Have I cursed myself to be forced to stick with that version or lose my almost 100hr of progress?
