Tips on running Legion
In cycling through the killers I'm on to using The Legion for a while to keep things interesting. Advice on how to use them effectively?

Learn the range on your killer instinct (or as I call it the red spider web) Sometimes you can see someone in the web but you can't reach them with the frenzy meter you have available to you. Sometimes it's easier to just cancel out of it, eat the stun and go after someone that's bleeding out.
There's two behaviors I see done a lot against Legion. The survivor will instantly begin to mend as soon as you hit them and start chasing someone else, and will drop a pallet and immediate revault or spin to try to make you miss your frenzy stab. (Also getting stunned drops you out of frenzy)
One thing I like to do is hit a survivor that I know is going to instantly mend as soon as I run away, go into a tile nearby that has pallets/vaults etc, cancel out of your power and now chase the mending survivor. They can't run to the tile you just came out of and most of the time it forces them out of position. Experiment with it and have fun.

I'm making use of the Killer Instinct to try and hit every survivor with Frenzy in one go if I can. I know almost no one is going to drop from deep wound but to injury everyone helps. I'll use the speed to cross map sometimes. Looping and pallets I don't usually have a problem with.

Play a different killer.
On a more helpful note, you're relying on the survivors to stay near each other to use your power, so the best thing to do is learn when you can and can not chain hits. Besides that you're really just an m1 killer, so generic perks that are good on everyone are good on them. You hear people talk about Thanatophobia a lot, but I don't really think its worth it with how low the numbers are and I've had much better results without it in favor of a better perk.
Bamboozle is fun as it does speed up your vault, including pallet vaults, and blocks the window too so they can't just jump back over during your stun. Monitor is nice for information (Killer instinct tracking is based on TR) and getting an easier first hit, but remember your effective range when using it. Again, generic m1 perks also work.
If the survivors stay spread out even a little you pretty much don't have a power. If a target is moving away from you in a straight line and they're more than about a killer shack away (at base) you're probably not catching them, but enjoy the 4 second stun :)
Although if they just stand around while you run over to them you might catch them, and that's more common than you might think.
Half the add-ons are not even worth using, don't wast your BP on any of the extending range add-ons (unless you're trying to do some Dark Devotion memes) or the 2 purples "franks Mix-Tape" and "Stab wounds study" they do practically nothing. Most of the pins are pretty bad too except maybe the one that inflicts broken. You want duration, mend time, and stun/fatigue reduction. The 2 rulers are ok too while you look for something better. The best are duration by far and the iridescent button if you want.
You can try running in front of a survivor to body block in your frenzy stun, but its really situational. It is only a 15% increase in speed so you'll need a pretty big gap between you and the next thing you can block. If you see you're near a pallet and not already in frenzy you can force the drop then frenzy over and hit them anyway. Although if you can't chain afterwards the 4 second stun is only .6 seconds faster than getting stunned and breaking the pallet (4.6 seconds iirc), so it might be better to just break it if you know no one else is around, as they can jump back over during your fatigue.
If you lunge as your frenzy runs out you'll keep the speed for the lunge and get a little extra distance during it. Be patient with your frenzy swings when you can, its better to wait a second and hit than to swing miss and get the stun.
There's not too much more to say as far as I know, Legion is a fairly simple killer, they're just pretty weak.

In my experience, Legion is incredibly strong vs Survivors who don't know how they work but pretty weak vs Survivors who do know how they work.
One tip I do have for you is DO NOT get stunned out of your first Frenzy on your first person. Frequently the only opportunity to get a good chain Frenzy off occurs at the very start of the match before the Survivors know you're Legion and split up. Seriously... it is kind of dumb how much a good first Frenzy matters.
Also, if the Survivors are being smart and splitting up, one of your better options for continuing to get value out of Frenzy is to return to hooks. You know there's going to be at least 2 people there, so you can pop Frenzy, leave the person who got unhooked with an annoying deep wound to deal with and chase and down the rescuer. You don't care if BT, DS, or Unbreakable are in play because you aren't doing anything to activate any of it... except BT, but the plan was to leave them with deep wound anyway and Frenzy has nearly zero hit cool down. If you do that though, make sure you stab the unhooked person first, otherwise the rescuer might vanish on you with the hit speed boost while you stab the unhooked.
Another thing to try to do is keep track of what resources have been used where. Frequently when you end Frenzy, the Survivor will run almost directly away from you. You can use this to your advantage to try to push them towards dead zones.
One more thing: A few techs you can pull off as Legion. Enduring + Pallet Stun = Faster getting out of your power than cancelling it, its dumb, and requires a perk but it can be helpful. Normally getting stunned out of your power burns your whole power bar, but if you manually cancel your power right before the pallet drops, you'll keep your remaining power bar. One pretty good way of dealing with someone who might be looking for a Flashlight save or sabo play or whatever else is to leave your downed person slugged, pop Frenzy and stab the trouble maker then run back to your slug for the pick up, the troublemaker will be in no position to cause trouble and Killer Instinct will tell you if anyone else is up to shenanigans. That will burn your power bar but it avoids Frenzy's self stun, so it is usually worth it.

Go crazy, go stupid.
No but seriously keep your eye on survivors movements when you're in feral frenzy. They will almost always try to 360 you to get you to cancel your frenzy. If you have time to spare, make sure you're so close to them before swinging. Lunging isn't guaranteed.

I see the killer today as a m1 killer like the trapper, just without traps.
I only use frenzy, if I am against stealth teams, or 1 survivor is being very stealthy. Dw is just in my eyes too weak, for being usefull and frenzy is not anymore a "travel abilitie" with that mega-stun at the end.
The rest is m1 mindgames... The usual, you can also have with most of the other killers. That is on one side boring, on the other side it is easy to adapt to the Legion's today playstyle, since you have learn him already with other killers.

Don't play them like every other killer. It's a pitfall that so many killers fall in to.
One tip I can say is that if uou don't hear a Killer's Instinct heartbeat after using FF, cancel it IMMEDIATELY.

I don't really get why people say Legion is weak. I pretty much main them and do as well with them as I do with any other killer (I'm rank 2, playing against ranks 1-5). I think it's just about playing what you enjoy. If you play something 'weak' that you like, you're going to perform better than when you play something 'strong' that you really don't enjoy.
As for tips, don't try to swing too fast in Feral Frenzy. About 50% of the survivors I chase with Frenzy will try to 360 me as I try to lunge; let them do their juke first and then hit them. As I've read before, they also try to vault a pallet and immediately vault it again after you've vaulted it. Again, don't try to be too fast (but also not too slow because then they will successfully vault back). Usually, taking your time pays off.
If you stab a survivor with Frenzy and hear no one else, cancel it. If you stab a survivor with Frenzy and they start mending in the middle of nowhere, cancel it and down them.
As for my build, I use Surge, Thrilling, Pop and Tinkerer. It's been working wonders for me. At this point I feel like Surge, Thrilling and Pop are fixed slots in the build for me. I've been trying to combine it with different things, such as Enduring or Bamboozle (which are also great), but I've recently been having a lot of success with Tinkerer.

I think the most problem former Legion mains have with the Legion today is not the question if he is weak or not - as Legion main you are used to play a weaker killer anyways.
It is the question if you have fun, or not and to compare a default m1 killer with a adrenaline rushing killer Legion was before... There can the current version just lose.
It's like comparing a vw beetle with a ferrari. I bet the former ferrari driver will always think back on his ferarri, even if he is forced to drive a vw beetle, for whatever reason.
But what the topic matters - I had not try to say that the Legion is weak. Just a bit boring since the rework patch.

Dying light's a wierdly solid perk on them. Not only does it help slow gens, people will often stick to the obsession for heals. Bing bam stabby stab, you've got 2 deep wounds and a chase.
Also, Legion is wierdly stronger than most people realise just because of how quick they can get pallets down. They're no Bubba, but injured people play way safer, and their inherent slowdown can be good if combined with the aforementioned perk.
Thana sucks, though. Don't bother unless you're going for the psychological effect of making them want to heal. It does SEEM to work with their playstyle of spreading damage... But it doesn't do its job well.

Using them lately has gotten me up to 12, and I have taken down as high as a 4 in a couple games. Running Discordance, Iron Maiden, Mad Grit, and Iron Grasp. I think The Legion tends to catch a lot of people off guard.

Ah, well, I started playing the game after Legion was changed to how they are now, so I have nothing to compare it to. For me, they feel great, but I understand that they probably felt even better to play before the change.

Obsession perks work great on him. See the obsession? Feral Frenzy and find your real targets. Won't reduce stacks like with Save the Best for Last. People bemoan the power changes but it's still functional if you use it that way.
Bamboozle was already mentioned but it is real good for shutting down loops right before you go into cooldown.
Blood Echo and Deathbound can really screw with them too.

Main, P3 Legion with over 2k hours into the game, achievements, and red rank 1.
Legion w/ Legion Pin, Stab Wounds Study
Barbeque & Chili (Nurses Calling), Pop Goes the Weasel, Thanatophobia, Monitor and Abuse
Get everyone injured with your ability. down the weakest survivor. I don't use obsession perks, because without them you know if the team is running any DS or not. This way you can tunnel the weakest survivor when you have the ability to do so. This build also keeps you fast and you stay on top of the enemy. You can switch out a perk for Brutal Strength to kick gen's faster, but keep Thana, and Pop.
