Blood web entity takes all perks

Ps4- I don’t know what’s going on with blood webs but on a bw over 40 with 3 perks available, the entity takes the last 2 perks when I take 1 perk. There will be a picture below showing what i mean. I purchased 4 items on the bw and took the perk ace in the hole tier 3 on my fifth purchase, the entity took the other 2 available perks immediately. Why?
