PC - Legion "Body Paint" skin no longer has a glowing effect

This is on PC, but may also be on other platforms (however this is not confirmed)

When playing legion I realized my legion doesn't glow. He used to glow quite a lot with a greenish affect like you see with glow sticks or glowing paint. This effect is gone and now it just looks like he is wearing normal white paint. It also seemed like he didn't glow whilst in a match either. A main other thing I noticed was that the colour of his hand has changed. In the past (as seen in the picture) his hand had glowing paint on it, but now his hands have no glowing paint on them and are instead bloody. Is this a bug? Simply lighting? Or is it an intentional change?

How to reproduce:

Step 1 : Boot the game

Step 2 : Select Legion

Step 3 : Equip the "Body Paint" torso outfit.

Step 4 : Notice there is no glow.

Step 5: Queue for a game.

Step 6: When in-game, notice there is no glow :(
