Please help, bbq bug?

So, I bought bbq couple days ago from the shrine. I went from level 1 nurse to level 48 nurse, plus some other levels on other killers but I didn't get bbq in the bloodweb. Is this a bug or just extremely bad luck?

Extremely Bad Luck i spend over 700k BP to get Spirit Fury on my P3 Legion.

Can you check on Leatherface to see if the Teachable Perk is fully unlocked?
If it is, then yes it's just unlucky rng and it will show up at some point, keep getting the other perks in the meantime so that it has more chance to show up on your bloodweb.
