I can talk about why he needs it and how it will help but I don't think I have to elaborate why this needs to happen and what it does for the character, please feel free to engage with me about this topic if you feel as if he doesn't need this buff.

    Agreed entirely, with as hard as it is to land and how counterable it is you should 1000% be able to combo it with perks like NOED, Haunted Ground, or hell even his OWN PERKS THAT REQUIRE IT! He's literally just a M1 killer and they're guaranteeing it by doing this, no one-shot potential at all and so much counterplay.
