Spine Chill not activating

I have had several matches where the killer is running tinker and that gives undetectable status. Which takes away terror radius and red stain.
Does not and has not in the past kept spine chill from activating. This has been happening more often than not. Just got out of a match where i was on a gen and the killer was standing behind me. No spine chill... Has anyone else encountered this problem? I was in a match with someone else, and they said same thing happened to them.

Same happened with me facing Ghostface. He was literally stalking and looking at me and spine chill didn't activate. That combined with 0 terror radius to all the killers, just perfect.
