Submitting Custom Cosmetics still a thing or was that contest only?

Can one still submit cosmetics ideas with any chance of them becoming a thing, or was that solely for the contest?

If you want to participate you will have to wait for another in-game cosmetic contest to be announced. A 3D adaptation of the winner's submission as an in-game cosmetic have been an exclusive prize to those contests.
