Nurse occasionally loses her power (possibly related to using Franklin's Demise)

I usually play Nurse a lot with Franklin's Demise. I suspect that sometimes, when hitting a survivor using an item, that it also "drops" the Nurse's power. However, I cannot get it back at all after the bug occurs. Here is an example video of a match I played recently.
