Buffs for almost all the bad killer perks in the game
Distressing: increase the percentage, from 24% to 34%.
Hex/ Thrill of the hunt: increase the bonus for each token, from 10% to 20%, and the penalty for cleansing totems from 6% to 8%. (5 totems = 40% speed decrease)
Insidius: eliminate the perk from the game (It's obvious, at least for me)
Spies from the shadows: eliminate the cooldown of 5 seconds and increase the radius by 40 meters.
Unrelenting: increase the reduction of the cooldown on missed basic-attacks from 30% to 50% and reduce the recovery time in 15% of missed special attacks. (Leatherface and Hillbilly chainsaw, Pig ambush, Demogorgon shred, Huntress hatchets, demon strike, the redeemer, punishment of the damned and Victor pounce)
Monstrous shrine: put all the effects of the perk into all the hooks on the map.

Unnerving presence: increase the chance of triggering skillcheks from 10% to 20% and nullify the posibility of perform great skillchecks.

Predator: add that you can see with a 50% of visibility, the survivors scrachmarks when they are walking.
(Combine Bloodhound with Deerstalker): because it make sense, both perks says that you are good tracking your preys and one of them is available for all the killers, it doesn't matter.

Beast of prey: change it, you gain bloodlust 50% faster and when you are in the Tier I you have the Undetectable status effect. (without terror radius and red stain)
Territorial imperative: change it, eliminate the cooldown of 20 seconds, replace the aura reading for the killer instinct. Also add this effect when a survivor stands less than 32 meters away from an exit gate.
Hex/ Huntress Lullaby: change it, doesn't works like a hex perk anymore.

Remember me: increase the seconds that you get when you hit the obsession, from 4 seconds to 6 and the amount of tokens you can get by 5. (5 tokens = +30 seconds on the gates)
Fire up: increase the percentage gained from 4% to 5%.

Overcharge: increase the extra penalty progression from 5% to 8%.
Overwhelming presence: add that the survivors can't see the charges of his objects (flashlights, med-kits, maps, keys and tool-boxes). Increase the killer terror radius in a 20%.

Coulrophobia: increase the reduction of healing speed from 50% to 60%. And nullify in 100% the posibility of getting skillchecks.

Hangsman trick: increase the radius that you can see the auras of survivors from 6 meters to 10. Add that the broken hooks of sacrificed survivors are available again.

Dark devotion: increase the duration of the perk from 30 seconds to 45.

Furtive chase: change it, now works outside chases, reduce the amount of tokens you can get by 3 and if the obsession dies you don't loose any tokens.
I'm all ears: reduce the cooldown by 30 seconds.

Cruel limits: make the effect permanently until other generator is fully repaired.
Mindbreaker: increase the duration of the exhausted status effect when you stops the repairing action from 5 seconds to 10.

Blood echo: make that the injured survivors also screams, reduce the exhausted status effect from 45 seconds to 35.
Nemesis: increase the aura reveling time by 8 seconds.

Gearhead: change it, when a survivor hits a good/great skillcheck, the generator makes a loud noise notification to the killer. The perk has a cooldown of 20 seconds.
Hex/Retribution: make when a survivor cleans a dull totem, the aura of all survivors are revealed to the killer during 5 seconds.
Dead man's switch: change it, when you hook a survivor who isn't the obsession the perk activates during 30 seconds.

Hex blood favour: increase the radius from 16 meters to 24.

That Thrilling Tremors change would make it garbage. Nobody is using it for the slowdown, it's like an 80% BBQ 20% Corrupt hybrid.

I think we can go one better with Surge. Instead of simply increasing the regression from 8% to 10%, make it so when you down a survivor within 32m of a gen(s), the affected gen(s) explode as if a survivor failed a skill check on them, regressing them by the standard missed skill check penalty of 10% with an additional 2%/4%/6% regression on top of it per tier, with a flat 30 second cooldown. The 32m range isn't too bad as is, but I sure wouldn't complain if they increased it.
Honestly, out of all the non-meta killer perks in the game right now, Surge is (in my opinion) right on the edge of being a properly good perk. It just needs a little extra love.
As for some others:
- Blood Warden is grand as is, although I think it should be 40/50/60 seconds per tier
- Thrilling Tremors is also fine. Just wish gen regression wasn't paused when they're being blocked by the Entity
- Distressing should be 20%/25%/30%. No particular reason other than I like multiples of 5, haha
- Brutal Strength should get a 5% buff for each tier
- None of the perks should be combined. I get why you think that and yes, they are similar. But not enough to warrant combining them, in my personal opinion.
- Rather like those Mindbreaker and Fire Up suggestions, although I like the idea of Fire Up affecting different actions per gen completed, similar to Devour Hope (e.g. pick up/drop, kicking, and vaulting affected as normal, then killer power affected after 3 gens, basic attacks at 4, and all of the above given a 25% buff if all 5 gens are completed)
