Controls switching rapidly between (Mouse+Keyboard) and Joystick in menu

The bug appeared in the menu (main menu and survivor menu). The bug caused the on-screen controls to switch rapidly between the PC and controller versions.
A logitech f710 joystick was connected, but not switched on. Removing the dongle (the controller was still off) fixed the issue. A gif of the issue is at the following link: https://gfycat.com/dapperunnaturalbluefish
