DBD App launch issues

I have been trying to play Dead By Daylight since rank reset on the 13th and I have been having off and on issues getting this game to launch. I manage to play it only 3 or 4 days this month because it won't launch. 

I spent 2 hours with Microsoft and Xbox to see it it was a issue they can fix but both companies told me to contact Day By Daylight support. 


When I try to launch the Dead By Daylight app it tells me "Please try again for some reason dead by daylight took too long to start (0x8027025a)"


I tried different things to try to fix this issue and nothing is working.


- I held the Xbox power button in for 10 seconds then unplug the cord for 5 minutes.


- I did 2 soft resets


- I did 2 factory resets of keeping the apps and games.


- I did 2 factory resets of deleting all apps and games


- I tried to manage and add-ons and clear the saved Data but nothing is there.
