Possible Second Wind buff?

If you begin healing someone at the start of their health state and immediately use For The People, Second Wind only counts the progress of the normal heal that you did for a split second. I understand that Second Wind should not be active if you use For The People on someone who has partially been healed already, but I think this buff wouldn't be too much if Second Wind also accepted healing progress done by For The People.

That shouldn't even be a buff, that should be a fix.

It's getting buffed in next update: time reduced for heal down to 20 seconds from 30 seconds.
