Problems with hooking a survivor

Whenever I pick a survivor up I can’t hook them. The hook bar doesn’t move at all. My killer just stands there while the survivor wiggles free, or my character just jitters over and over while I try to hook the survivor. The animation will just start over and over. It happens every game I play and it’s been doing it for about two months maybe even longer. I even changed my hook buttons from r1 to circle to see if my buttons was messed up and sure enough it wasn’t because sometimes I can hook a survivor and sometimes I can’t. I experience this way too often. Which is why I usually play survivor now.
