Hacking Legacy. (I don't know where to report this)

I was playing a game of DbD when a Legacy Nea had speedhacks, instaheals, 3 Breakout perks, Mori, Addons on a firecrakcer, etc. After the match, in post-game chat, someone named BHVR said the issue was resolved and he was banned. I know that there is a way to change your name in steam and it would affect the chat but not the scoreboard. So, I wanted to know if this was really you guys or he just changed his name. (Forgot to check his profile on Steam).
