Arkham scarecrow
Reasons:
1. Lore:
In Batman Arkham Night Scarecrow was injected with fear toxin from Batman. And then on fourth Scarecrow had schizophrenia, after being sent to Arkham Asylum there is heavy speculation that he didn't survive due to agitated inmates seeking revenge.
2. Personality:
Scarecrow only cares about one thing; fear, so there is no doubt Scarecrow would accept the Entities bargain for the opportunity of dealing infinite fear to all in his path.
3. Good business:
By now Rocksteady will be done with Scarecrow for quite a while. And I have spoken with many DC fans, and 85% of them say it would be awesome if Scarecrow was in Dead by Daylight. There being many DC fans business would be beneficial to not just Dead by Daylight but also DC; a win-win scenario.
4. Gameplay: More than likely once Scarecrow injected a survivor with his fear toxin they see illusions and if they interact with said illusions they'd scream due to extreme pressure not just fake pallets, but fake windows, closets, doorways.

Jim Gordon since his death was confirmed in Gotham Knights trailer along with devs saying this too. Needless to say Scarecrow has quite the grudge for Jim Gordon so this would make sense.
