Just make PHs CD 0 after using his power.
It wouldn't make a difference honestly but it would be hilarious to watch. I might actually play killer to just spam it for fun. Just make sure to lower the noise it makes and make sure it can't hurt the same survivor twice within 2.25 seconds or whatever the cd it has right now.

"after reviewing The Executioner we have come to the conclusion that we didnt like the way his power felt. we have therefore decided to remove his knife alltogether and instead equip him with a minigun. she weights one hundred fifty kilograms and fires two hundred dollar custom-tooled cartridges at ten thousand rounds per minute. it costs four hundred thousand dollars to fire this weapon... for twelve seconds."

Yes this is what I want. I've honestly never really used him much before... But I've played against him and I was told that his power is pretty slow/clunky to move. So why not put his cd at 0 and have the man slowly turn shooting like a mad man. Chances are it won't make too much of a difference but it sounds fun to me.

It'd be cool of we could freely mess with cooldowns in custom games. So we can have minigun ph, inf zoom blight etc.

Yeah. Chances are that if the PH misses they're not going to be able to hit you with a second, third, or nth shot with the normal turning speed, except rare circumstances. It sounds more fun for both sides.
There might be a balance issue of the PH taking the shot and missing then with no long cd animation they get right back on the survivor but they could just add in the 1 second delay that they already have for cancelling PH's power. Even then I'm not even sure that's required.

PH power quite literally makes obstructions irrelevant. If PH had zero cool down on PoTD, we might end up with a broken mess like old Nurse.

I could be wrong since I don't really use him but he moves slower than survivors while using it, he doesn't turn quickly either and each shot takes a second to fire. I don't think any shots after missing really makes too much of a difference other than rate edge cases.

Nurse moves slower than survivors.
There were complaints. A LOT. She could spam her power all she wanted, the fatigue wasn’t enough of a punishment. It didn’t matter how many Blinks she missed, chased survivors weren’t getting away.

Are you really trying to compare nurse's MS and her power that grants mobility with me saying that pyramid Head lacks the mobility to use his power the way you're talking about? Can we just talk about PH and whether or not he can turn fast enough and shoot quick enough to even machine gun them down at a loop?
