Survivor sounds?

So I’ve always viewed the survivors as ‘skins’ as none of them have any special abilities, but with that said, how come some are a lot quieter than others? I was playing Cheryl last night without Iron Will and she’s so hard to hear, I’ve even noticed this when I’m playing as killer. I have to be really close to her to be able to hear her grunts of pain. On the flip-side of this are Jane and Jeff. Jeff is just a big, loveable dog that you hear panting around the map and Jane doesn’t even need an explanation.
I’m just intrigued what the thought process was behind making some survivors harder to hear than others. Was it actually intentional?
